You can run it for 10 seconds (or longer) to warm up the oil and drain, or you can drain it without starting. I believe either way will work.

Filling the filter or whatever before installing it is personal preference or peace of mind. I put mine on dry and let the oil pump fill it. Done the same on all my cars and other pieces of equipment, and all my vehicles have 150K plus miles and haven't fallen apart on me.

There are oil on the bearings in the engine, running them for a few seconds before you have filled the filter and gain pressure doesn't matter at all.

I personally like to oil change a warmed up engine as the oil flows better when hot and in my mind the last bit of oil drains out easier/quicker/more completely. I've never worried about anything else. Never tried filling horizontal filters, but I do put a bit of fresh oil on the filter gasket, that along with not pretending to be Hercules makes for an easy filter removal at the next oil change! Lol.
