that is found just under the plastic shroud directly above the brake pedals. It has green wires and one is 12V. Does anyone know what it is for? I was wanting to use it for my diverter solenoid.

Without seeing it, it is most likely the brake light switch.

No, it's just an empty connector hanging there.

You could put a 12 volt test light on it to see if its a key on battery source or unswitched. You could pull fuses with test light on till bulb goes out to see what fuse its on.
