Rent a drum sander for floors from a local yard and sand the floor to knock down the sharp edges and high bumps(yes, you can sand a concrete floor, just ain't easy). When you think it's sanded good enough, send wife to store to get another 6 pack and sand 2 more hours. Use concrete filler in the worst areas and apply a couple coats of good epoxy.
