A greatly exaggerated deck pitch can create that. I see a fair amount of decks that adjusters brought to the max before hitting then frame won't do 3.5 inches. Though sometimes the front of the deck drops down from a bent front support bracket. Hit enough things and something has to give.

The only lawn tractor that I have had from new is the Craftsman/Husqvarna YT4000 that I bought in 2012 and still use. When it came home from the store, the deck height was definitely out of alignment side to side and front to back. Using the manual as a guide, I adjusted it on my concrete floor and test run it a couple of times before I was satisfied. Maybe you would have better luck with a tractor purchased from a servicing dealer, but I would not expect that a lawn tractor bought from a box store would be set up properly.
