Contractor queston: when is "under roof" under roof?

My 2 cents... I will only pay for work completed, if partial job, then partial payment...if any. Any respectable and responsible contractor will have a line of credit, the bad ones have no credit and want prepayment. If I do any work, I will (since I'm no contractor) let them buy materials, and pay me for labor when job is complete. I also make sure we agree on the scope of the job so there is no disagreement.

In Oregon, builders use the term "dried in" to mean roof deck is installed. It is a major even in the life of a house, because you can now work easily in the winter.
