Laws on books are one thing.. enforcement is another.
I believe most laws that aren't enforced are left on the books for 2 reasons.. 1, too hard to get rid of.. and #2.. to let LEO 'come up' with a reason to arrest somebody if they need to. ( Mind you.. I'm not saying that's bad.. just saying).
I really doubt there is a LEO in my area that would try to arrest a person for walking his/her driveway at night with a flashlight / gun.
There are 2 state troopers that live in my area.. one across from me, and one down in a cul-de-sac down and across from me.
On at least a few occasions we have walked out of our driveways and met in the middle of the road, at night, with flashlights and handguns when odd noises were heard by a single mother/neighbor.. etc.
It's just a fact of life.. if the gov't wants ya.. there's plenty of 'legal' means for them to get ya. I've gone boating with a friend in a borrowed boat no less.. and been stopped for a safety inspection ( life preservers ). There was fishing tackle stowed on the boat.. neither of us had fishing license.. and said so when asked.. By all rights.. we could have been cited for that.. however we told the officer we were not fishing.. we were pleasure boating.. he believed us... no citation. He used his discretion on that one.
The open ended laws are well.. to vauge for my tastes.. heck.. Look inthe back of my pickup truck.. I have a gas can tied off.. a couple sodaa bottles waiting to be thrown away int he trash.. and some shop wrags wadded up also waiting for the trash.. Hmm.. glass bottle... cloth rag.. and gasolene?? Do I have an improvised fire bomb in the back of my truck? no.. do I have the parts to build one? yes. Am I worried that the police are out looking for me? no.
At my barn.. I'm sure I've dot some threaded pipe in my scrap pile. I'm also sure i have pipe and cap fittings in my tool box.
I do have black powder ( pyrodex really ) in my gun cabinet at the house..
Do I have a bomb? no.. could I build one? yes.. anyone with average intelegence and acces to a hardware store could.... am I worried the police are now driving to my house? no...
