Exactly.. If it was a properly done weld, the edge of the bead would not look like it is flaking off of the metal. The weld should penetrate all the way through the metal.

I think the spot welding across the bucket reinforcement is more than likely an engineered thing. If that was welded solid it might not flex the way the engineer's want it to leading to more damage farther in.
