Sounds more like a safety switch is not working, out of ajustment or stuck. there are different switches, might be the seat switch or a safety switch on the engage lever. They basicly kill the engine to prevent injury.
The Sears web site has a lot of info and a great parts section with exploded pics of everything. You need the model number to look things up. You could see where the switches are.

I'm glad you mentioned it. I was thinking I was mistaken that these lever engaged machines have safety switches on the PTO.

Once the deck is off and everything runs, make sure to move the PTO lever into all positions to make sure it's not a safety switch issue.

If a engine surges or hunts it is likely running lean. If only at idle then look at idle circuit on carb.

have proplem with mower dieing when put in gear worked ok till set brake peatel what is setting for brake nuts
