Cub 2165 blowing fuse need help!

Restoring 2165-New Harness-New switch 16hp twin. stator ok fly wheel ok. Two fuses under dash one has two green wires and is ok-other has one black and one red going into fuse and blows when key is put into first posistion. Motor will start if jumped across starter selinoid. Other Cubs like 2185 have two red wires going into fuse. Could I have a bad factory harness. Diagram says that it is for a 2160 and 2165.
