The 2521 uses a Briggs & Stratton whereas the 2523 uses a Kohler. I have heard that the new B&S's with the pressurized systems are as good but cost less. I don't think the price varies much. I am partial to the Vangaurd. Kohler makes great engines as well. If I could choose, I would go with the B&S. Any decent tractor will have an engine with pressurized oil system. All of the CC 2000 and up series offer quality engines regardless of the brand. I think that the 2521 is a great buy.
