Thanks for suggestions, don't think it'll fire up with the glow plugs out. Probably like taking plugs out of a gas job, no compression, just that NAFTA like sucking sound.;)

Well your right, glow plugs out, don't have to worry, just was remembering helping a guy do it,we didn't take glow plugs out,so when we rotated motor,by crank pully,it had compression, and we made sure fuel pump couldn't get fuel to pump.

You know, think those glow plugs are pretty cheap?,maybe while your at it,put new ones in,course with 400 hours...

I had the valve cover off of a perkins diesel in a forklift with 6500 hours, the rockers feel about right to me. Some engines have more valve train wear than others. There is a bunch of engines running out there with thousands of hours and never had the valves adjusted.

You may or may not find the valve lash out of spec when you get the cover off. I would not be worried about the engine starting just by turning it over by hand. I know I can't spin an engine over very fast compared to the starter.

I would not like pulling out the glow plugs because of the chance of dirt falling down the hole while threading out the plug. I would give every thing a good wash before starting the job. Tell us what you find.
