I'm not sure I understand that. I haven't actually looked at the mechanism, but doesn't the mechanical connection dictate that it has to open and close the valves according to how far you pull the lever to open or push it to close?

Yes, u right but it is not to be used that way. Should be either full open or full closed.

Yes, it should be USED full on or off, however your response is misleading him. This lever doesn't have a A or B position. It can be held, quite easily, at any position in between full open or full closed. If the lever isn't returning to the fully closed position, then he needs to address the problem.
