Deutz F3M 1008 Engine Not Starting

Hello All,
I have a Deutz F3M 1008 liquid cooled 3 cylinder diesel engine that won't fire! Not even with starting fluid.
Diesel is getting through because it smokes....
The glow plugs are working, because it billows smoke (while cranking) when they are on....
The fuel stop lever works, because when I push it (shut off position) while cranking, there is no smoke....
The timing 'seems' correct. I did try it (timing belt) in a few positions, but the piston will hit the valves, when it is wrong. (No, I didn't even try to crank it, when doing this test)
I have also installed a new starter motor.
I would greatly appreciate anyone's help and suggestions on this.

Is there timing adjustment with 'pump duse' ?

If it won't pop on starting fluid, you don't have enough compression, or improper valve timing.
