POR 15 is a product typically used for automotive undercarriage restorations. It stands for Paint Over Rust, the product does not work well on properly cleaned and smoothed steel. It is a very durable and tenacious product that does a GREAT job adhering to corroded steel, not to be confused with flaky delaminated corroded steel.
There is a top coat for POR 15 that is UV stable for use in areas that will see direct sun light, but the base POR 15 itself is not UV stable and will quickly turn grey and chalky if used in an area where direct sun is seen.
There are other very similar "knock off" products that work nearly identically, these would be Chassis Saver, Rust Bullet, KBS Chassis Coat and Eastwood Restoration also makes a version. Most of these are available on Amazon and readily available and easy to use.
A note, do not get it on your flesh! It will sink into your pores and you will be black for WEEKS. Ask me how I know... I did a truck frame and had a black speckled face/hands/arms for almost a month! Acetone does not touch it :-(
The coatings are very hard and the descriptive "tenacious" that I used is due to how it adheres to a surface rusted part. You can beat it with a ball peen hammer and it does not chip. You'll brush it on and it will not look so hot, but go to bed and come see in the morning and it will have flowed out smooth and looks like the part was dipped in gloss black. I have used POR 15 for many years and never been disappointed. Rustoleum is not match at all.
