Maybe you should get a good heavy duty rock rake ( landscape rake or root rake) to get rid of as many rocks as you can. If you have a box (scraper) blade you may need to extend the scarifier shanks down as far as possible, keeping the moldboard off the ground, to loosen up the rocks first. Then use the tiller. Kuhn (pronounced coon) makes a good heavy duty tiller. You will need to decide if you want a gear or chain driven tiller and if you want one with gauge wheels or just skids. As with all tractor implements there are a lot of options to consider.
