He is partially right. If your soil is marginal fescue will grow were little else will. However, I would put down fertilizer and lime if needed and water the heck out it to improve the yield and quallity of the grass that comes up.
I would suggest getting a soil test done. Your local extension office can help with this.
If it turns out you have low quality soil; low P, or low PH, or a number of other problems you may wish to plant fescue.
These problems can be solved with lime and fert. but not quickly if the problem is severe.
If the soil is good then plant one of the options listed in the above link and be happy.
If you go the fescue route you can correct the problems in a couple of seasons with the methods the extension office suggests. Then round up the fescue and plant the desired grass you would like to have.
At least this way you have grass the first few years.
I wonder what your soil test will show. I suspect the local Farm Coop sells and recommended fescue for a reason.
You have some time to get that soil test done since I bet in your area it will be a cool season grass and should be planted in what early september?
