Black hot,,,, White neutral ,,,,,green / bare wire ground. Check to make sure the white wire in the breaker box ( to the breaker supplying power to the dish washer) is not loose

Yep. That's where to begin.

Trace the black wire attached to the dishwasher circuit breaker back to its entry point in the service panel, look for the white wire that comes out of the same insulation sheath as that black wire. (to see, you may have to loosen a clamp if more than one cable is passing into the service panel through one clamp.) Trace the white wire to where it is connected to the neutral bus and make sure the bus screw for that wire is tight.

might even be a bad recep. depending on how it is run, see if there are 2 receps under the sink.. ( one for a disposal ).. or another box that feeds a counter plug. could be the recep.. or a bad wire nut in the box it is chained off of. heck. depending on who wired it. it may be a wire hitting one box/recep, using htose junky push in blade type connectors. then a tap off that running out to the dishwasher plug.. and the first recep went bad.. or it's connections did. not saying that is it.. but i have seen some pretty shoddy work that i have no idea how it passed inspection in a home before!

you could try this and see if it works get a extention cord with a grnd cut the female side off splice the wires then connect to dishwasher plug in to a different plug.

why ruin the cord by cutting it?

for a test. just push the wires into the blade sockets!

and obviously observe all the normal safety stuff. don't touch the wires.. etc. don't electrocute yourself. don't stand in a pan of water and chew on the cables.. etc.. etc..

yep didnt think of that i would do this first to see if everything works.

Or, just move the green/bare ground to the neutral lug in the dishwasher outlet and call it good. You guys always over complicate everything.

JohnKing - that was a joke. :)

if it was a gfi circuit.. and it probably IS.. it would just pop it anyway. ground path current and all..

All I can envision is the apprentice "electrician" that wired this up put a wall switch in the neutral wire and it inadvertently got turned off. :D

The outlet testers are good, but why not just plug a lamp into the outlet for starters. Also check the breaker panel for tripped breakers. If the OP is using a digital meter with a high input impedance, it's remotely possible that he could be seeing a voltage induced into that leg from an adjacent cable and giving a false reading.

With the meter on AC volts, check at the outlet the white wire to ground for no voltage. If no volts, switch the meter to ohms and ensure there is zero ohms or close to it. The neutral should tie to ground back at the breaker panel. If it's not zero or close the neutral is likely open some where. As Soundguy mentioned a GFCI breaker will take out the neutral, so again check the breaker panel first.
