Does a digital camera have a similar mechanical shutter as a film camera?

Another reason for the sounds is there was a stink a while back with people taking pictures of things they should not, such as hold the phone low and take a picture upwards while next to a lady in a dress. So the stink was to make it so that you can't silence the noise on a camera on a phone.

If a phone has a three axis sensor it in, then the they should have made it so you have to have a noise when it shoots upward, and then you have the option to have the noise of your choice (including no noise) in other positions. People will find a way to mess up anything.
