I suspect that since 1920 the most commonly used method or loosening and tightening was a hammer and drift as Sawyer Rob suggested. An adjustable (or appropriately sized fixed) "C-hook spanner" e.g. Proto #JC472, JC479 or similar may also work, and you can spend as much on quality as your wallet will stand.

Yep, the right tool for the job,
Problem is cost can often exceed the repair for a 'one of'.
OK for the pro's that do hydraulic repairs daily.

Is this the same steering cylinder you repaired in 2015? If so, probably should consider removing the cylinder assembly from the tractor and taking it to a repair shop that has the proper tools. I just did that with one of my FEL cylinders and it is working fine.

That's exactly what happened. I took it to a hydraulic shop and they rebuilt it. Now it's leaking again.
Was it 6 years ago?
