You're correct that a long wheelbase and a mid blade are ideal.
However, a mid-mounted blade is better than front or rear mounted even on short wheelbase.
The closer to the midpoint of the front and rear axles you are, the more level a blade will grade. A front or rear blade that extends too far out follows the terrain so closely they actually make the bumps worse.
