What really frosts me about this situation is this. Home builders are not required to build a foundation that will last 5 years under the best of circumstances. Cutting water use in lawns should be easy. Many here in Dallas use twice the water necessary. But, for many, it is an insurance policy against the guaranteed failure of the ridiculous slab-with-18"-beam foundations that even the nicest McMansions are built on here.
If lawn watering is restricted much more, buy stock in foundation-repair companies. They are busy already but they will get a lot busier.
