Drought Stricken Pasture Renovation options???

I have the following available
72" rachet rake, 60" box blade with rippers, Old rusted 3 pt 6' disc. Broadcast seeder, Yard roller, I suppose after this weekends rains from Iaasac I can prepare a seed bed and plant and fert horse and pony pasture grasses.

I can restrict the grazing if I fence off the worst/favorite sections.
