Thanks for the ideas. Praying for rain yields nominal results, although it did rain and the dust is down for a few days. I wish there was a DIY for the resins application.
Depending on who you ask at the county, they may or may not claim to own the road. It is not properly recorded on the GIS maps. Supposedly there is over a 1/4 mile of right of way 50 feet wide that was bartered that is not reflected on the maps. Interesting county with plus and minus. Generally not too bureaucratic like a few counties over.

Dust control (at least around these parts) is all about CaCl.

Maybe some variation of soil cement. Google will get you many hits. Basically it is Portland cement mixed with soil and water. You might come up with a variation that you could DIY as a homeowner.

Since it sounds like it's a public road have you asked the town about dust control? Around here if you ask them they will come out and spread calcium.

I really like the water idea.
If I only had to deal with a few hundred feet, I would build a sprinkler system and see how that worked.
Maybe try out a small section to prove out the idea and then cover the whole road as a second phase of the project.

Now that I think about it a few years back the road association decided to try crushed asphalt and put it down on the first mile of the road. Worked pretty good keeping the dust down for a year or two. though it is costly.
