Seems to me the solenoid(with no power applied) pushes the rack forward to stop fuel delivery. When running, all the governor does is move the rack in that direction to lower RPM. If you're pushing it forward manually and it's still trying to run away, then I don't see the governor being the issue. It seems the rack's movement, for whatever reason, is simply not controlling the rotation of the plunger units as I think it should. The fact that with the solenoid removed, you say you have to push the rack to get it started makes no sense. I still think it's time to take the pump to a professional, explain what it's doing, and see what they tell you.
