They could do as PA does (at least on 81) and have a sign with flashing yellow lights at the beginning of the work zone which says "Active work zone when flashing, fines doubled" or something to that effect.I think it ought to be against the law to have those signs up when no workers are present. It is "Crying Wolf" and is the exact reason that many people ignore the signs - Which then causes an accident when the signs are truly needed. I'm sure it takes work to put the signs up and down, but you'd think they could put a cover over them, or something, when they are not in use.
