There is so much mis-information cast about in threads like these that it is sometimes better to call a certified electrician in your area to get your job done.
I am one and will give my opinion on this.
Easiest way for you to do this is to run a 1" conduit with 6 copper 8 awg thhn conductors along with a copper 10 awg ground wire from your main panel to your water heater. You will need 3 disconnects by the heater. This will be easier and cheaper than running a sub panel to the closet.
If you do run a sub panel, you will need to run a 1/0 copper feed rated for 150 amps due to derating. Also you do NOT bond the neutral and ground in the sub panel. That only takes place at the service.
