Another good reason not to try and turn the axles over is that most axles are cambered - bowed slightly upwards in the middle, for good tracking on the road and to hold the rated capacity properly, almost like a spring. I'm sure you've noticed empty, flatbed semi trailers and how they are bowed upwards so much with no weight on them. I'm sure you've seen smaller trailers that are or have been overloaded and the wheels are folding out at the bottom - these axles have definitely lost any camber they ever might have had and are really dangerous.
