Dealer sent a repair tech. What happened is this -- and its really a very stupid design -- if the seat is not latched into position,
before you sit it in, it can go lower then the intended design, and that will cause plastic on the front on the seat to become wedged in the latch.
If it happens you first have the clear the plastic jamming the latch, and then use a prybar and a screwdriver at the back and at the same time to move the seat up. so it can be rotated.
there should be a fix for this and recall. the design should not allow this. the tech that came said he had never seen this problem before.
