Robert, in the '50s at least, that's what Oklahoma did. You never knew when you would happen upon the Highway Patrol doing the inspections. If you failed, you got a ticket. If you passed, you got a sticker to put in the lower right corner of your windshield, and if you came upon another inspection point the rest of that calendar year, you'd get waved through.
