Today on the way home I saw a tractor with an attached rough cut mower.. The rough cut mower had an entire wheel (rim and tire) attached to the PTO right near the gear box..

I could not get a picture of it, sorry. What purpose would this serve?

Rotating mass for inertia to keep the tractor engine from bogging? However I bet that is would put a real load on the cutter gearbox.

How about this:
The wheel/tire is a rotary inertia carrier. It helps with impacts when you strike a rock, a tree, or just something really heavy. The "weight" helps carry the mower through its arc. This saves the pto drive from the shock of the same impact forces as long as the gearbox can take it. Same as a rotating weight on a baler to smooth the plunger strokes as it goes through some wet or tough hay. This is most effective if the cutter load is periodic: like a pendulum deal. Normally there would be a shear pin in there, too, just to prevent a little too much rotary assist. This can be a littler harder on the pto clutch, too, because the engagement takes more time to spin up the shaft. It just boils down to an energy absorber. Just like the flywheel on an engine smooths out the power strokes on a crankshaft. Better if heavier. Must be balanced pretty well, too or it will wear the shaft bearings. Looks to me like someone was breaking a lot of u-joints at the coupler or twisting the splines in the shaft. So much for spewing....

There are bushogs that are driven by a tire to drum friction drive. No gearbox. They are expensive. Good shock absorption.

Yep I bet thats a friction drive rotary cutter. The tire runs on a disc through a hole in the deck, the blades are attached to the disc. No gearbox to fail if it hits something very solid.

Nope, you are all wrong :D .
The wheel is too keep the tactor from tipping over backwards when doing wheelies.

Are you talking about a Bush Hog as in attached. If so I have seen them before but never inspected closely. I just assumed that there was no gearbox and they were driven by the wheel/tire?? I can't tell from pics of this one?? Found it on a local city Gov't Auction site. You can bet the next one I see will get a close inspection just so I know!!
