The reason that they equalize is that the fluid takes the path of least resistance. The same line goes to both cylinders. As the fluid fills the cylinders and starts to build pressure, one cylinder will have less resistance than the other. That cylinder will fill until the resistance is equal to the other cylinder. Then they are both equalized having the same resistance.
