If it works at higher speeds it does not sound like air. Slow fine control with a valve does not meter well will cause the jerky movement. Also possible the ball joints under the boot are dry or rusty and need to be lubed or packed with grease. Stiff ball joints could also cause the spool to move in jerks vs infinitely smooth again causing the loader to jerk.
