FEL working slowly

Has anyone had a problem where the FEL works slower than normal with the 3 point hitch in the down position only? If the 3 point hitch is raised the FEL works normally. I have a B2320.

Maybe check hydraulic fluid level? Never happened to me.

Make sure the lever that controls the 3 PH is in the neutral position.
