Large nuclear plants are not cheap to build or operate and their is no long term solution to high level radwaste storage. In the U.S., spent nuclear fuel is typically stored on site. France and some other countries reprocess their spent fuel, which has its own risks and costs, but it doesn’t just kick the can down the road.
Placing distribution lines (high voltage) and transmission lines (very high voltage) underground is theoretically possible, but unlikely to ever be anything but prohibitably expensive. High voltage requires substantial separation between phases and neutral, meaning extremely large tunnels would be required to contain them.
