OK bro, I have learned these things the hard way, so here's my input:
1. when it dries a little hit it with a landscape rake to smooth it out.
2. broadcast your fescue (way too late for bermuda)
3. roll over it with a neighbor's cultipacker
4. enjoy

In my area I have blow sand. So what I am doing is to put in prarie grass and let it weed out the weeds. Then we are looking at turning up the soil to get some grass in. Near the house I am going to put in a sprinkler system but I want to have a tank put into the ground with a small pump house next to it. I will have a cord that plugs in a 110. I can fill it during the summer. Depending on the size. It don't have to be potable water. I can fill it from my well. Then when the summer is over I can empty the well and blow out the lines, and unplug the pump.

I have cut down my weeds. I hate those things. When we bought it was prarie land for cows then the guy tried one year of dry land wheet. Distroyed years of good growth. Now it takes the weeds days to take over. I hate weeds. I through seeds out every fall and spring and slowly it has been working. Our ag out reach department said that it they are disced in then they will just grow for years. And fire will not kill the seeds. But burning does smell good.

As beenthere pointed out they are not all equal but for your work you likely don't need a $3000 rake. They start in the ~$300 range and go up from there. The good thing is that you can get almost any brand to fit on the tractor and there must be about 50 dealers within 50 miles of you with different rakes. I talked to one dealer that rented rakes for $50 dollars/day (or weekend...I can't remember). He said he did this because most people only need a rake for a few days and then don't need it ever again (obviously this isn't true for everyone).

I'm certainly a lucky guy. Thanks to the advice from you all, I rented a power rake and groomed much of the new yard. I got it fertilized, seeded, and covered in straw just before gentle rain started here in western PA.

We moved into the house last Friday and I now hope to have some decent growth by spring.

I'm a lucky guy indeed and very grateful for all the excellent advice from everyone.

Gary,
We did our new lawn a couple months ago. You won't believe the good feeling you'll have as it starts to come up. It really makes your house feel like a home. Enjoy it.
