Thanks for the advice everyone. For clarification these were the stock wheels and tires on the 38" finish mower circa ~4 to 8 years ago (came with used tractor package).
I'm going to continue researching flat proof tires vs. foam filling these existing tires. Is one definitely better than the other? I just want to get it done right and stop hassling around...

I have steel wheels I made from small propane tanks.
BUT, as you can see on the top left of the attached photo, I still got a flat.

I would contact the folks at Palmetto tire here in the states and they will help you with your mower I bought new tires and rims for our flail mower 9 years ago and its still running well on good rubber.

Both April and Butch knew much more than me about implement tires and sizing, and the feedback I got from them was that there wasn't a reasonable solution for my finish mower. I measured my axle's outside diameter at 13/16"
Kind of a bummer because their products look very good, I was hoping one of these would work: FINISH / GROOMING MOWER WHEELS rather than the foam route.
Wondering how you guys got the tires to work with your finish mowers? Assuming they were BCS. New fork and axles seem to be necessary?

Tubes may not be the problem. Check the wheels for welding flash and sharp points. That was the problem for me. I added tubes to my mower gauge wheels and the flats started happening regularly because the tubes were being punctured by sharp points on the wheel. Mark the tire and tube as you remove it. The hole will tell you where on the wheel the problem is. (of course that means it wasn't a nail or a thorn or a screw.
