I wasn't sure what you were talking about at first but after a search on google, I figured it out. This might be what's on the top pulley as it wouldn't budge when I tried to pull it off once.

Here's some pictures of what I'm talking about. The bearing slides into the center of the pulley and it seems to free-spin as there doesn't seem like a typical set screw to tighten things. The belts give some pressure but after a few minutes, the bearing has started to come out.

After doing some research, it looks like the item I'm calling a "bearing" is called a swellable sleeve assembly. I'm not sure how they work but for around $30 it looks like I can replace it.

After doing some research, it looks like the item I'm calling a "bearing" is called a swellable sleeve assembly. I'm not sure how they work but for around $30 it looks like I can replace it.

are the bolts loose when the pulley has come off? i'd take the sleeve apart, clean and lube it, check for galling. clean the bolts and use blue loctite on them, no lube. red takes heat to remove and i think it would be overkill for this part.
