One of my favorite concoctions is boiled linseed oil, turpentine and if you feel sporty, roofing tar. Mix the turps and linseed oil 50/50. Add the tar and let it sit overnight to dissolve. I used to use creosote until they stopped selling it. You can also throw in some Thompson's Water Seal if you want some silicone in it.
Wear rubber gloves and slosh the stuff on with a wadded up tee shirt. If you want to be all fancy you can wire brush the rust, but this stuff will soak into even the most scaly rust and bond with the steel. Do a couple coats with a day's drying time in between.
Slop on another coat once a year and the trailer will outlive your great grandkids. Nice thing is you can just keep a container of this "preservative" around for just about anything.
Of course the trailer will not be pretty. If you want a pretty trailer, use paint. Thing is, with paint you have to sand, prep, prime and topcoat. That's 4 steps! My stuff you mix and slosh. Bang, done.
