One additive in typical hydraulic fluid is an anti-foaming agent. I assume that's because foaming is common, if not universal. Since PTs use motor oil, the foaming might be quite normal. It may not be a problem at all, given the size of our reservoirs.
If you're seriously concerned, call Terry Estep. He may know the answer or can check with a hydraulic engineer. He did so when I inquired about using the Amsoil synthetic Tractor Hydraulic Fluid. They said it would be great, but a lot more expensive. It has some anti-foam.
