I agree about not just flipping the axles, as any decent axle is pre stressed so that it flats out under load. It also aligns the wheels into a V shape pointing forward in about a 1 to 2° angle, so that the wheels run perfectly parallel when rolling resistance is applied when you drive at higher speeds.

If you want to go from under axle springs to upper axle springs, just move the brackets around (or weld on new ones)
Welding on axles is usually no problem, when we need 3,5 ton air suspended axles we buy a standard axle and mount a custom made air spring set, for which we need to weld the brackets on. No problem as long as you put about the same welding heat around the axle to prevent warping. Best is a U shaped bracket which you weld in the centerline of the axle.
