Ford 1600 Strter issue

When you "short" the terminals, which terminals are you referring to? The two large terminals(battery positive and the lead to the brushes, or battery positive and the switch terminal) Are you sure you have the correct solenoid(s) for this starter? It's possible for contacts to stick, but uncommon for new solenoids, even more so for two of them. When you short the terminals and the starter spins have you tried to check the switch terminal on the solenoid to see if 12v is present there even when no wires are connected? That would indicate the coil may be supplied with voltage from the contacts once they engage. I know that doesn't really make sense, but it brings me back to the question about correct solenoids. Also, what was the original problem you solved by replacing the solenoid to begin with?

I am not positive the solenoid is correct. I will try to check that. I ordered them online based on my model and it does mount properly to the starter.
