Even if it is a digital meter, for low resistance readings you should also put the probe on ground to make sure it reads zero or close to it. It isn't unheard of for the meter wires to not make real good contact either where they plug into the meter or where you connect to the ground on the tractor.

are remove the glow plugs and short them out by connecting a hot wire to the top of the glow plug where the little nut screws on and a ground wire to where the thread on the bottom if the little element on the bottom heats up and turns red it work if it dont heat all the way to the bottom or not at all it needs to be replaced
