Oil & Fuel Ford 2810 pto problem

First time to try this .
I have a 2810 series II and the PTO will sometimes not engage immediately. Have to move the tractor to engage. Apparently hyd. engagement some way. Any ideas, also how do I check the fluid level don't see any stick or site glass, what lube should be in system?
Any advice appreciated.

What type pto ind or dual-stage clutch?? Type of hyd oil is 134 and if no dipstick should have a check plug about 1/2 way up on RH side of trans case.

Thanks I would cause it a indipendant pto -- runs with clutch engaged once I get the pto running.
