Ford 3000 RPM gauge malfunctioning

Well i have a ford 3000 which i know diced the rpm gauge is not working it will spin all the way to 2600 rpm once the tractor starts and doesnt seem to matter where the throttle is. is it as simple as just replacing the cable or the whole dash panel. the fuel guage does not work but it hasent worked since i bought it

Is the cable connected to anything on the other end?

it's usualy a cluster issue.. curious. you don't have a repalcement cluster do ya?
