Clutch is stuck which is a common problem on tractors that have been unused for a period of time. Get tractor out in the open,get it started in a gear by tying the 2 neutral safety start using "extreme caution". Push clutch down while moving and alternately stomp the brake pedals to see if clutch will come free. If this doesn't free up clutch then a split of the tractor is in order. I think $10K is high for a non functional tractor but if the spike aerator is an Aer-way that would sweeten the deal.
