I took the lever off and rotated it quite a bit back and forth. Maybe even a full turn. I re-assembled it correctly, but the nib on the bottom of the shaft may not be in the correct orientation to the shutoff link due to me over-rotating the shaft. Ill try to check that this evening. I'm really getting tired of smelling like diesel fuel.

Did you call the place in Pa. to check on cost of a rebuilt or rebuilding your own?
Use Brakleen or carb cleaner, or Kero or similar to clean the outside as Tractor Tech suggested so no dirt/gunk gets inside the pump.
I saw a show that showed the process of rebuilding big equipment injection pumps. The final assembly is done in a clean room with guys in space suits; the tolerances are so precise it's ridiculous.
I'm just suggesting before you pull the pump for repair/rebuild that you have it setup on the tractor so you can just 'drop' it back in place.

I'm not sure of the exact model. it says Lucas/CAV on the case and Delphi on the tag. I'm not sure if you can read the numbers on the tag in the picture I posted or not. They are a little blurry.

Well I checked the shutoff shaft, the inlet strainer, and the primer veins. Everything seemed correct. Still getting no fuel at the injectors after I have bled everything and cranked and cranked. I cranked for 45 seconds at a time about 5 times. With all injector lines cracked and again individually. I have fuel recirculating back to the tank but still nothing at the injectors :(

FWIW, cranking the engine for more than about 15-20 seconds at a time won't help your starter or ignition circuit.
It sounds like it's time to pull the pump and send it out, no?

Yep. I'm afraid it's terminal. I just wanted to rule out all other possibilities and easy fixes before I send it off. Thank you, everyone for the help.

I bought the overhaul kit for my pump and tore it down put all new o rings and gaskets in then found the problem...there was a snapped vane in the hydraulic head
new vane kit coming

Ok, one last ditch effort. I took the side cover off of the pump. The one that has the fuel return fitting on it. The inside of the pump turns fine whenever I crank the engine. Does that mean that the head is not seized and something else is wrong?
I had a friend who had the same problem, he took all fittings loose and blew compressed air through the pump. It fixed his problem. If something was stuck, would that free it up? Is there any harm that could be done to an already non-functioning pump?
