How do I go about flushing the engine block? I've heard this was a good thing to do for sure. I am somewhat confident that's blocked up because I have a hard time filling the tractor to capacity with coolant. It always seems a couple quarts short.

garden hose, and top and bottom hoses removed.

if you want to get fancy, can remove core plugs

I ordered a brand new radiator, water pump, hoses, etc. Hopefully by this weekend I'll have them installed, and the block flushed.

Is it worth getting a compression tester from auto-zone to check for a cracked head?

it MAY be, if the problem persists.. though most places lend tools cheaply or free anyway.. so....

Fixed the problem! No broken head, no bunk radiator, no shot water pump. Just a loose fan / alternator belt that needed to be adjusted!
