Ford 4500 injector pump not pumping

I bought this tractor with the motor froze up from sitting too long.
Got the motor working but cant get the injector pump to pump at all.
The injector lines are disconnected at the pump and nothing at all will come out, not a drop.
The pump is pumping fuel out a crack in the return line between two of the injectors.
The shutoff is not pulled out. There shouldn't be fuel flowing out the return line should there?
I'm thinking the valve is stuck. Can I repair that through the top or am I going to have to pull the pump?

Any help will be greatly appreciated!

U can try to fix thru the TC.. try to free up the "metering valve"..
IF that doesn't work, the problem is deeper in the pump {pumping plungers} & will have to be removed to fix.
They sell "mini kits" on ebay for the TC gasket, throttle/shut off shafts & fiber washers that goes under each acorn nut on the TC..
U can try to free up the MV THEN order the gaskets..{its gonna leak} cuz theres no sense ordering the gaskets, if u have to take it off & order a whole kit anyway..
Just google "stuck metering valve" or DPA top cover leak".. those will get u A LOT of info to take the cover up..

Dont forget to loosen the lines AT THE INJECTORS BEFORE u turn the key..
THAT will bleed the air out of the lines so your not just pumping air into the cylinders.
U can leave them loose at the pump seeing u alraedy have, to see if its pumping.. THEN loosen them AT THE INJECTORS after tightening them at the pump..

I pulled the top cover and sure enough the shutoff was stuck shut.
Its free now and everything in there seems to be ok but I still cant get any fuel to come out.
I'm pulling the pump and going through it.
I have 2 questions.
I cant find the timing marks on the timing gear. It's kind of buried where its a little hard to see. If I mark the teeth with a punch to make my own timing marks that should work just fine shouldn't it?
And, why does this pump have 2 fuel inlets? That,s a little puzzling to me.

It doesnt..
The INLET is on the back of the pump.. The return in on the side.. & theres a smaller return on the top cover w/ an orifice banjo bolt ..Right.?
Theres no timing markes that u can see.. the drive gear has a Master dowel pin & the pump drive has a master slot, w/ 3 bolts.. U just line up the dowel & the slot & reinstall the 3 bolts...
THEN fine tune w/ the outside timing mark.. on the mounting flange of the pump..
It lines up w/ 0* on the block..

That makes sense. 2 returns I can understand. It has one line at the end where the injector lines are. That's the one you're saying is the inlet I think. and I think there's a screen or something in it. Then there's one on the side, and one on the top cover. Those 2 must be the returns. Thanks for explaining that.

I marked the timing between the pump and the casing so I can put it back in the same place. I seen elsewhere after posting here, someone said the gear is trapped in the housing so it will stay put. I didn't expect that. I expected the gear to loose its place on the other gear when I pulled the pump out. I like this design.

There's another one thats 4 times as much but this one looks like it will fit while the other one doesn't

The -11 doesnt have the gaskets & orings for the advance OR the front seal.. u want the -110.

Now I just have to wait for the parts and get it done.
I'm hoping the clutch isn't froze up but the way everything else has been I'm betting once its running I'll need to put a clutch in it. It's probably glued to the flywheel.
Hopefully after that I'll have a fairly decent tractor here. This thing is a monster up against my to30. I'm pretty sure it could carry the to30.
Anyway, Hopefully I can get it from here. Thanks a lot for your help.
