Ford 8N fuel problem?

I am trying to help my uncle with his 1952 Ford 8N. It will run as long as you are spraying starting-fluid into the carburetor. He has rebuilt the carburetor, and that did not help. He took the carburetor off a second time, and went through it to make sure that he didn't miss anything. Everything seems to be in order. Does anyone have any suggestions as to what to look for?

Is gas getting to the carb?
There may be a filter screen inside the tank, or the fuel line could be blocked

The Carburetor is full of gas.

time for another rebuild.. this time going thru it completely after a soak in a dip style cleaner. then go at all the ports with fine wire and then compressed air thru the ports.. new gaskets, new seat seals, new choke packing, new throttle shaft seals.

a GOOD rebuilt kit is about 40$.. ot you can put your money toward a new repop carb for about 90$ ..
