All that said...... I've never looked at it closely enough to swear that the relay stays continuously engaged during Start. Meaning - it might be possible that the relay briefly drops out (opens) due to voltage dropping because of the starter load ? Esp. if the battery is weak....
Coming at it from another direction..... to what extent can you verify the solenoid itself is working ? Can you measure coil resistance to check for an Open coil ? If you force 12v onto the solenoid (via fused test lead), can you confirm that it is working ? If the output fuel line is accessible, can you verify fuel flow out of the solenoid under a forced ON test condition ?
